NoteSuite for iPad: Meet Evernote's New, Subscription-Free Competition After finding success with note-taking/to-do app Projectbook last year, Theory.io has decided to overhaul their signature productivity app and take it a step further. Now, hoping to go head-to-head with big dogs like Evernote, the developers are officially re-releasing the app as NoteSuite?the potential answer to all your disorganized digital life woes.

What does it do?

Just like its first incarnation, NoteSuite still you take notes and make to-do lists, but that's only a very small portion of the new beast. You can also annotate essentially any type of content (web pages, articles, PDFs, etc.), clip web pages, record audio, and search through various file types as one. Your data will sync across your various devices (which would be limited to Macs and iPads at this point).

Why do we like it?

One of the biggest differences between this and Evernote is that you're not going to have to pay any sort of subscription fee, and you still get virtually all the perks. And the annotation function on the app is fantastic. Nothing is safe from your highlighting, annotating, signing, typing fingers?you can write and draw on practically any document by converting it to a PDF. The fact that search can work across files that haven't been converted or organized is another huge bonus. And if you were already a ProjectBook user, you can nab the update totally free. Of course, the fact that there's no iPhone version yet is a pretty big mark in the "con" column?but the app is young, hopefully a more mobile-friendly edition is soon to come.

Alexander and the Terrible, Horrible, No Good, Very Bad Day Finds Its Star

Disney has cast relative newcomer Ed Oxenbould to play the title role in Alexander and the Terrible, Horrible, No Good, Very Bad Day, Disney?s adaptation of the popular kids book.

Oxenbould joins Steve Carell and Jennifer Garner in the production which will be directed by Miguel Arteta.

A classic since it was published in 1972, Bad Day was written by Judith Viorst and centers on a boy (Oxenbould) who has a very horrible day and finds out that other people can have them too.

In the script, written by Lisa Cholodenko and Rob Lieber, the boy has a terrible day and wishes his family experienced his suffering, which they later do.

Oxenbould, who appeared in a Australian TV series titled Puberty Blues, is managed in the U.S. by Dan Spilo and Laura Hersh at Industry Entertainment and in Australia by Sophie Jermyn at Sophie Jermyn Management.

Creator of Vietnam-era lottery draft dies at 88

WALNUT CREEK, Calif. (AP) ? The former federal official who created the lottery for the draft during the Vietnam War has died at age 88.

Curtis Tarr died at his home in Walnut Creek, Calif., on Friday. His daughter, Pam Tarr, said Wednesday that her father died of pneumonia.

Tarr was appointed director of the Selective Service System in 1970, by President Richard Nixon.

Pam Tarr says her father wanted to eliminate an exemption for college students and make the draft more equitable. He instituted a lottery system based on birthdays that were picked on national television.

He later served as under secretary of state for security assistance, with responsibility for military programs with other nations.

Pam Tarr says her father probably would have described the lottery as his greatest responsibility, not his greatest achievement.

How reliable are microchips for horse identification?

June 25, 2013 ? Until recently, horses were generally branded to be able to identify individual animals. Since this practice gives rise to longstanding wounds and brand marks cannot be reliably read, there has been a gradual switch towards the use of microchips. But how reliably can microchips be located and read, and are the horses injured by having chips implanted? These issues have been addressed by the team of Christine Aurich at the University of Veterinary Medicine, Vienna.

The results are available online in The Veterinary Journal and show that chips are highly biocompatible and easy to read, at least with scanners of high quality.

Traditional methods of marking larger farm animals rely on branding with hot irons or on ear-tagging. Dogs and cats are instead identified by the implant of a microchip transponder. With very few exceptions, it is now mandatory within the European Union to mark horses by means of transponders. Nevertheless, some sport-horse registries oppose the use of microchips because they believe that the rate of identification failure is unacceptably high. To date, no systematic examinations to see whether chips are easy to decode, have been conducted. Manuela Wulf in the group of Christine Aurich at the Vetmeduni Vienna has therefore examined the readability of microchips in more than 400 horses. She tested each of the chips with three different scanners. The scanners differed in diameter and field strength. The scientists tested both sides of the animals' necks.

Only high quality scanners are recommended

The results were intriguing. The "best" scanner (equipped with a digital signal processing function that filters interfering signals) detected and read all chips correctly when it was placed on the side of the neck where the chip was implanted and located nearly 90% of the chips even when it was on the other side of the neck. However, the other two scanners performed considerably less well, producing correct reads in around 90% of the cases when on the same side of the neck. On the opposite side of the neck, the success rate ranged between 20-25%. As Wulf puts it, "It is important that the scanners find and read the chips correctly in every case. We can only recommend the top-of-the-range scanner, which should ideally be placed on the side of the horse's neck where the chip was implanted." However, Aurich adds, "Even the lowest quality scanner we tested, performed much better than traditional branding methods of horse identification."

Chipping causes less injury than branding

The major objection to the use of branding relates to the pain and long-term damage it inflicts on the animals. Wulf and her colleagues thus investigated whether the use of microchip markers was any better. She looked closely at the site of chip implantation in 16 horses of nine different breeds and of various ages that had been submitted to the Vetmeduni for post mortem examinations. In the vast majority of cases, the chips seemed to have caused absolutely no ill effects: the two animals that were moderately affected had probably only been chipped recently and there had not yet been time for the wound to heal. As Aurich sums up the findings, "Not only is chipping a far more reliable method for marking horses than traditional methods of branding, we also found that it causes far less injury to the animals."

Afghan Taliban attack in Kabul throws peace talks into further doubt

KABUL (Reuters) - Taliban militants attacked key buildings near Afghanistan's presidential palace and the U.S. CIA headquarters in Kabul, a brazen assault that could derail attempts for peace talks to end 12 years of war.

The Taliban, who have said they are willing to take part in talks with the United States and Afghan President Hamid Karzai's administration, said they launched the early morning assault, which triggered a 90-minute firefight.

A U.S. envoy was in Kabul on Tuesday to try to smooth the way forward for the stalled talks in the Gulf state of Qatar ahead of the pullout from Afghanistan of most of the NATO-led troops next year. He had been expected to meet reporters at the palace.

Karzai was also due to attend, but his whereabouts were not known. A palace official said he was safe.

A Reuters reporter at the palace said the attack began soon after 6.30 a.m. (0200 GMT) when at least one man opened fire with an automatic rifle close to a gate to the palace in central Shash Darak district. The fighting was over before 8 a.m.

Reporters at the palace gates for security checks took cover when the firing started.

A senior government official told Reuters four or five attackers had used fake identify papers to try to make their way through security gates in the Shash Darak district, which leads to Kabul's most tightly guarded areas.

One car made it through, but a second vehicle was stopped and those inside began shooting. Grenades were thrown.

The area is home to the presidential palace compound, the Ministry of Defence and an annexe of the U.S. embassy at the old Ariana Hotel. The U.S. Central Intelligence Agency's Afghanistan station is based there.

Afghan forces and U.S. servicemen returned fire and explosions resounded through the area. Children walking to school were caught in the shooting, but escaped serious injury.

A thick plume of smoke was seen rising from the Ariana at the height of the exchanges.

One of the attackers was killed when he detonated a bomb on his body, the government official said, and three or four were killed by security forces. At least two Afghan security guards were killed.

The U.S. Ambassador to Afghanistan, Jim Cunningham, condemned the attack and called on the Taliban to once again commit to the nascent peace process in Doha.

"We remain steadfast in supporting the Afghan government and people against the scourge of terrorism and the violence directed against them," he said.

REJUVENATING PEACE TALKS

U.S. officials have been trying to rejuvenate peace talks in Qatar, thrown off course after rows last week over the opening there of a Taliban office.

The U.S. envoy appointed to help Kabul pursue peace with the Taliban, James Dobbins, arrived on Monday and met Karzai and the Afghan body intended to negotiate with the insurgents.

He told reporters that Washington was trying to determine if the Taliban were willing to engage in talks.

In claiming responsibility for the attack, the Taliban said it had targeted the presidential palace, the CIA office and the defence ministry.

But Afghan security officials told Reuters they believed it had been carried out by the Taliban-linked Haqqani Network. The Haqqani Network is accused of masterminding high-profile attacks in Kabul and is believed to have close links to al Qaeda.

Adela Raz, a spokeswoman for Karzai, dismissed the suggestion that the palace had been under threat, saying any shooting had taken place far from the compound's walls.

The defence ministry said the assault had been aimed at the Ariana.

In southern Afghanistan, a roadside bomb killed eight women, two children and an elderly man travelling in a minivan in southern Kandahar province on Tuesday, a spokesman for the Kandahar government said.

Video game tech used to steer cockroaches on autopilot

June 25, 2013 ? North Carolina State University researchers are using video game technology to remotely control cockroaches on autopilot, with a computer steering the cockroach through a controlled environment. The researchers are using the technology to track how roaches respond to the remote control, with the goal of developing ways that roaches on autopilot can be used to map dynamic environments -- such as collapsed buildings.

The researchers have incorporated Microsoft's motion-sensing Kinect system into an electronic interface developed at NC State that can remotely control cockroaches. The researchers plug in a digitally plotted path for the roach, and use Kinect to identify and track the insect's progress. The program then uses the Kinect tracking data to automatically steer the roach along the desired path.?

The program also uses Kinect to collect data on how the roaches respond to the electrical impulses from the remote-control interface. This data will help the researchers fine-tune the steering parameters needed to control the roaches more precisely.

"Our goal is to be able to guide these roaches as efficiently as possible, and our work with Kinect is helping us do that," says Dr. Alper Bozkurt, an assistant professor of electrical and computer engineering at NC State and co-author of a paper on the work.

"We want to build on this program, incorporating mapping and radio frequency techniques that will allow us to use a small group of cockroaches to explore and map disaster sites," Bozkurt says. "The autopilot program would control the roaches, sending them on the most efficient routes to provide rescuers with a comprehensive view of the situation."

The roaches would also be equipped with sensors, such as microphones, to detect survivors in collapsed buildings or other disaster areas. "We may even be able to attach small speakers, which would allow rescuers to communicate with anyone who is trapped," Bozkurt says.

Bozkurt's team had previously developed the technology that would allow users to steer cockroaches remotely, but the use of Kinect to develop an autopilot program and track the precise response of roaches to electrical impulses is new.

The interface that controls the roach is wired to the roach's antennae and cerci. The cerci are sensory organs on the roach's abdomen, which are normally used to detect movement in the air that could indicate a predator is approaching -- causing the roach to scurry away. But the researchers use the wires attached to the cerci to spur the roach into motion. The wires attached to the antennae send small charges that trick the roach into thinking the antennae are in contact with a barrier and steering them in the opposite direction.

The paper, "Kinect-based System for Automated Control of Terrestrial Insect Biobots," will be presented at the Remote Controlled Insect Biobots Minisymposium at the 35th Annual International Conference of the IEEE Engineering in Medicine and Biology Society July 4 in Osaka, Japan. Lead author of the paper is NC State undergraduate Eric Whitmire. Co-authors are Bozkurt and NC State graduate student Tahmid Latif. The research was supported by the National Science Foundation.

Texas House Republicans pass abortion law

AUSTIN, Texas (AP) ? Republicans in the Texas House have passed one of the nation's toughest packages of abortion restrictions.

Democrats stalled the vote as long as possible Monday, the second to last day of the special legislative session.

The proposed bill would ban abortions after the 20th week of pregnancy, require doctors to have admitting privileges at nearby hospitals and limit abortions to surgical centers.

Supporters say the bill would improve women's health care. Opponents warn it would shut down 37 out of 42 abortion clinics in the state.

The bill must sit for 24 hours, and then the Senate will need to vote.

Democrats have threatened a filibuster to stop the bill from reaching Gov. Rick Perry's desk.

The Inn of the Second-Act Happiness

Ellen Goldberg grew up helping out at her family?s two furniture stores, and to her it was a lesson in the drawbacks of being your own boss: the long hours, the sore feet, the lack of vacations, the ceaseless pressure, the threat from encroaching competitors. (?Ever hear of Levitz?? she asks.) Her grandparents had started the business, in suburban Philadelphia, and she was determined not to be part of a third generation. So she got both an MBA from Columbia and a law degree from George Washington University and began a long climb up the world of corporate finance.

She became a vice president at Fannie Mae, working primarily in investor relations, selling the company to the financial markets. But by the time she was approaching 50, corporate life was closing in on her: the shifting priorities of her bosses, the grueling D.C. commute, the time away from her two teenage daughters. Then, one fall weekend in 2001 while taking her mother for a drive around lovely Loudoun County, Va., to view the autumn leaves, she drove past a once-familiar place.* It was the Briar Patch, a bed and breakfast in Middleburg, about an hour from Washington, D.C. She had taken her daughters there when they were young, and now she was flooded with memories of happy, bucolic days running across the grounds and staying in the pre-Civil War main house.

There was a ?For Sale? sign at the foot of the property, which consisted of 47 neglected and overgrown acres, a guesthouse in a state of disrepair, a dank swimming pool soupy with algae, and a few decaying farm buildings. She returned home that night and told her husband, Dan Haendel, that she wanted to buy it and turn it into a weekend retreat for her family. Haendel, a lawyer with the Department of Defense, didn?t suggest she talk to a psychopharmacologist. As a sideline, the couple had bought and renovated old houses, which they rented out for extra income, so he countered that if they were going to spend that much money, it had to be on a profit-making enterprise. It didn?t take Goldberg long to conclude that she needed to leave corporate life and resurrect the Briar Patch as a bed and breakfast. ?I?m a people person. The prospect of the hospitality business was exciting, even though I?d never done it before,? she says. They bought the property for $1.3 million.

According to Jay Karen, president and CEO of the Professional Association of Innkeepers International, of the approximately 15,000 B&Bs and inns in this country (the terms describe small, usually owner-occupied accommodations), about 95 percent are run by people on second careers. For one thing, with the average purchase price of lodgings at $1 million, it?s an unlikely enterprise for someone just starting out. Indeed, Karen says, the median age of owners is around 50. It?s a middle-aged ?starting over? fantasy, with couples dreaming about working together, owning a charming getaway, and hosting fascinating (and paying!) guests.

But this romantic impulse can lead to the unleashing of an inner Basil Fawlty and a second case of burnout. The average B&B owner is in business for seven years, according to the PAII. In part, that?s because couples finally do reach the point where they?re ready to retire. And in part, it?s because the reality can be so grueling. ?They do everything themselves. Breakfast, cleaning, marketing,? Goldberg says of her fellow hosts. While Goldberg is in the kitchen most weekends and has done her share of toilet scrubbing and sheet-changing, she says she has lasted more than a decade by applying both her business savvy and the lessons from her childhood to her new enterprise.

Once Goldberg, now 60, and her husband purchased the property, they put together a plan to make it habitable. Goldberg was undaunted by tackling what must have looked like a classic money pit. They hired a couple, he a retired D.C. police officer who had moonlighted for them as a handyman, who moved to the property full-time and worked for a year rebuilding the place, from the wiring to the walls. Goldberg continued at Fannie Mae during this process, finally quitting and re-opening the Briar Patch in the spring of 2002. She and Haendel decided he would keep his Pentagon job and help out at the B&B on weekends. ?I?m glad Dan has his day job for two reasons,? she says. ?His income and my sanity.?

Remembering her parents and grandparents who worked all the time and rarely took vacations, Goldberg decided to invest in a staff. She has a full-time and a part-time manager, a full-time handyman, and three part-time housekeepers. ?It?s not as profitable as doing more myself,? Goldberg concedes, ?But at this time in life, family and vacations are more import than money.?

The film is touching, filled with taste and care, but not enough to avoid being coy and sentimental.

On the surface, this indie does sound like standard-issue material, but its dynamics are far more complex than its simple exterior.

What Maisie Knew gives the audience a ground-eye view of its mesmerizing title character, a plucky, charismatic New Yorker who navigates downtown bars and building lobbies with the street savvy of a pro.

The result is a film that deeply engages us on multiple levels. Not only do we wonder what Maisie knows and how she knows it, we want to get this seedling to a place where she won't have to be transplanted every day.

It's a study of human nature, not at its worst, but at its most typically pathetic, and it goes to show that the more things don't change, the more they stay lousy.

Intimate, unnerving and entirely addictive.

This is a film that deals in subtle details, and its value lies in the way the filmmakers draw out small moments of surprise or truth from the familiar scenario.

It's far from the first story of a child dealing with the consequences of parental break-up -- but it may be one of the best.

The worthwhile subject matter becomes trivialized.

A wonderful modernized re-telling of the 1897 Henry James short story.

It's an intimate, well-acted and nuanced film that provides a fresh angle on an all-too-familiar struggle.

Onata Aprile is never showy and always authentic, a rare find in a child actor. In fact, she is one of the most self-possessed actors I've seen of any age.

A movie that's much easier to admire than to actually enjoy, no matter how well done or acted.

Onata Aprile's short career should blossom as people react to her subtle performance here.

Despite the big-name adults around her, it's the unknown Onata Aprile who is the star of this movie.

Gazing on Maisie, you want to know what she knows. That you can't is at once your dilemma and your opportunity, what adults must engage in order to be adults.

Despite a sensitive, mature performance from Onata Aprile as Maisie, the girl remains withdrawn and opaque throughout. In telling this sad story from her perspective, it never quite plugs in to what Maisie felt.

Many people suffer with chronic, major back pain. There are a variety of methods that you can use in order to help alleviate your back pain. Read the tips in this article and try them to see which ones work best for you. As you incorporate these suggestions into your life, your back pain will go down.

Certain fitness programs help deal with back problems. For example, yoga increases your flexibility, which can help prevent straining any muscles. To determine the severity of your back injury and avoid exacerbating that injury, it is best to rest for a day or two after the pain starts. If you rest for a couple of days, your muscles will only get weaker and the pain will get worse due to muscle atrophy.

Don?t stand slouched for anything, even chores like vacuuming. A slouched posture or constant bending will put extra strain on the muscles and can cause back pain flare-ups. Stand straight and maintain good posture by pushing your vacuum with your legs instead of your back to avoid creating pain.

If back injuries are something that you are prone to getting, either through genetics or lifestyle choices, make sure you see the chiropractor on a regular basis, even before the onset of pain. Chiropractors can prevent minor back problems from progressing into major ones.

Certain back conditions that could cause paralysis can be remedied with surgical intervention, depending on the case and the severity of your condition. Other rare conditions may exist where surgery may be needed to correct a physical deformity. Some of these include degenerative disease without a specific cause.

If you recently gave birth and are breastfeeding your baby, do so in a chair, not on the couch. If you breastfeed in the wrong position, you could start to develop back pain. You should also place a cushioned pad or pillow behind your back as you feed your baby.

Alternate use of cold and heat to soothe back pain. Ice is a great pain reliever and also helps with inflammation. Junior dos Santos jokingly escalates growing rivalry with Cain Velasquez, saying UFC champ ?hits like a girl?

Junior dos Santos will meet Cain Velasquez in the main event of UFC 166 on Oct. 19 in Houston, the third time in less than two years that the men have met with the heavyweight title at stake.

Dos Santos took the belt from Velasquez at UFC on Fox 1 on Nov. 12, 2011, with a 64-second TKO. Velasquez regained the belt and evened the series when he routed dos Santos and scored a wide five-round decision on Dec. 29, 2012, at UFC 155 in Las Vegas.

UFC officials would love for the rivalry to become heated, as it would stoke pay-per-view sales. As it is, both men are affable, low-key sorts who usually have little bad to say about the other.

Dos Santos, though, may have taken the first step toward creating a true rivalry when he said during a lengthy interview done in Portuguese and linked here that Velasquez "hits like a girl."

He was trying to explain his surprisingly poor performance against Velasquez at UFC 155 when he made the remark, which seems like an attempt at humor.

After my last fight with Velasquez, I was too bloated. My face was completely deformed. I went to the hospital. I had no cuts against Cain Velasquez. He hits like a girl. We say in boxing about people who 'catch,' who have that punch that you really feel or that cuts your face or knocks you down. He hit me a lot during the five rounds, but did not open anything, although I finished very bloated and had to go to the hospital.

The term catch is a Brazilian slang term for heavy punching power.

Now, dos Santos already admitted he was overtrained for the fight. And in an extensive interview with Yahoo! Sports, he repeatedly praised Velasquez.

But though he made a joke about it's power, it's likely that he does believe that Velasquez is not the biggest puncher around. He called Velasquez "my biggest adversary" but had some interesting things to say about light heavyweight champion Jon Jones.

He is taller than me; he has the biggest reach in the UFC. He is a specialist using his knees and elbows. I like him a lot; I'm a fan of his. I like to watch his fights because he plays offensive and ends fights. But if he comes to heavyweight and if the UFC wants us to fight, I will give the best of me.

A dos Santos-Jones fight would be a massive event for the UFC, as would a Velasquez-Jones fight. The winner of the rubber match at UFC 166 might be the guy who ultimately gets to Jones first.

The Power of Shared Housing in Curbing Addiction | New ...

The idea of shared housing is born of the innate human need for social interaction. Having someone to communicate with, establish rules, and share goals with, is one of the most powerful tools for a healthy body and mind. Shared housing goes beyond aiding our mental state; it encourages us to improve our nutrition, begin an exercise program and even seek medical attention when necessary. Yet since the late 20th century, an additional benefit has been observed: its power to keep crippling addictions at bay. In this blog, we share the results of a powerful experiment which reveals that shared housing is already playing an important role in recovery and rehabilitation all across the US and overseas.

Oxford Houses: Shared Housing Taken to the Next Level

Oxford Houses are democratic, communal homes for recovering substance abuse addicts. There are over 1,000 of these dwellings across the USA, each of which is run by its residents. Dwellers share all expenses and hold weekly meetings to discuss any issue which are relevant to the group. There is no maximum length of stay. To be admitted into an Oxford House, potential residents have to be approved by 80% of current dwellers. Every six months, a meeting is held to declare officers responsible for tasks like rent collection, etc. An Oxford House requires a minimum of six residents to sufficiently meet its costs.

One of the most important differences between Oxford Houses and traditional outpatient/ hospital settings is the absence of trained professionals or therapeutic committees in the former. It is up to the dwellers to decide whether or not they wish to seek professional help or to follow a 12-step programe.

Interesting Findings: Communal House Settings Enhance Substance Abuse Recovery

An important study published in the American Journal of Public Health tracked 150 individuals who were randomly assigned to either an Oxford House or a traditional recovery treatment (i.e. outpatient treatment/ self-help group meetings) over a 24-month period. Results revealed that living in a shared housing setting bestowed positive results. These included a lower substance abuse rate (31.3% for the Oxford Housing Group vs 64.8% for the ?traditional treatment? group); a higher monthly income for Oxford House residents ($989.40 vs $440), and a lower rate of imprisonment (3% vs 9%).

Why is Communal Living So Conducive to Recovery from Addiction?

The study postulates many reasons why shared housing can be so helpful for recovering addicts. We present some of the factors mentioned and postulate a few of our own:

  • Shared Housing Fosters a Sense of Independence: Since expenses are shared by the residents themselves, the latter are strongly encouraged to seek and maintain employment. For many recovering addicts, this may be their first job and also the first time that they encounter the confidence which ensues from carrying out tasks consistently and responsibly.

  • Shared Housing Enhances a Recovering Addict?s Decision-Making Powers: Since dwellers are not forced to follow a particular treatment program, the sense of freedom to choose their own path is liberating.

  • Bonding is Beautiful: For any recovering addict, the sense of not being alone and forming positive new bonds of trust and love with others can be key to a full recovery.

  • Recovery Has No Expiry Date: One of the biggest problems for recovering addicts of all types is when they are forced to return to high-risk environments after successfully completing a rehab program. Oxford Houses and other shared house settings provide a welcome escape from high-pressure areas, reducing the rate of relapse. Location is particularly relevant in states plagued by drug problems. Utah, for instance, which has a higher-than-average rate of drug-induced deaths, has been in the news recently for a series of drug-related shootings, robberies and police misconduct. While it is true that the government has made its best attempts to curb the spiraling drug situation and that alcohol and drug abuse centers in Utah offer a wide range of reputable programs for those seeking to escape from the clutches of addiction, addicts should not be subject to the temptation or pressures of a drug-fueled neighborhood once rehab is over. Shared housing provides a new, more conducive environment in which to heal.

  • Shared Housing Encourages a Spirit of Community: According to an Oxford House survey conducted on 56 individuals, Oxford House dwellers were extremely active in their communities. Some 56% were involved in educating the community about Oxford Housing, while 36% were involved in community education on recovery from addiction. Moreover, over 60% were involved in mentoring other recovering addicts.

  • Shared Housing Reinforces Optimism: Shared housing has been found to lead to higher levels of optimism with respect to an addict?s belief in his/her ability to stay off drugs.

Mali manual suggests al-Qaida has feared weapon

(AP) ? The photocopies of the manual lay in heaps on the floor, in stacks that scaled one wall, like Xeroxed, stapled handouts for a class.

Except that the students in this case were al-Qaida fighters in Mali. And the manual was a detailed guide, with diagrams and photographs, on how to use a weapon that particularly concerns the United States: A surface-to-air missile capable of taking down a commercial airplane.

The 26-page document in Arabic, recovered by The Associated Press in a building that had been occupied by al-Qaida in the Islamic Maghreb in Timbuktu, strongly suggests the group now possesses the SA-7 surface-to-air missile, known to the Pentagon as the Grail, according to terrorism specialists. And it confirms that the al-Qaida cell is actively training its fighters to use these weapons, also called man-portable air-defense systems, or MANPADS, which likely came from the arms depots of ex-Libyan strongman Col. Moammar Gadhafi.

"The existence of what apparently constitutes a 'Dummies Guide to MANPADS' is strong circumstantial evidence of al-Qaida in the Islamic Maghreb having the missiles," said Atlantic Council analyst Peter Pham, a former adviser to the United States' military command in Africa and an instructor to U.S. Special Forces. "Why else bother to write the guide if you don't have the weapons? ... If AQIM not only has the MANPADS, but also fighters who know how to use them effectively," he added, "then the impact is significant, not only on the current conflict, but on security throughout North and West Africa, and possibly beyond."

This is not the first al-Qaida-linked group thought to have MANPADS - they were circulating in Afghanistan and Iraq, and a terror cell in Somalia recently claimed to have the SA-7 in a video. But the U.S. desperately wanted to keep the weapons out of the hands of al-Qaida's largest affiliate on the continent, based in Mali. In the spring of 2011, before the fighting in Tripoli had even stopped, a U.S. team flew to Libya to secure Gadhafi's stockpile of thousands of heat-seeking, shoulder-fired missiles.

By the time they got there, many had already been looted.

"The MANPADS were specifically being sought out," said Peter Bouckaert, emergencies director for Human Rights Watch, who catalogued missing weapons at dozens of munitions depots and often found nothing in the boxes labeled with the code for surface-to-air missiles.

The manual is believed to be an excerpt from a terrorist encyclopedia edited by Osama bin Laden. It adds to evidence for the weapon found by French forces during their land assault in Mali earlier this year, including the discovery of the SA-7's battery pack and launch tube, according to military statements and an aviation official who spoke on condition of anonymity because he wasn't authorized to comment.

The knowledge that the terrorists have the weapon has already changed the way the French are carrying out their five-month-old offensive in Mali. They are using more fighter jets rather than helicopters to fly above its range of 1.4 miles (2.3 kilometers) from the ground, even though that makes it harder to attack the jihadists. They are also making cargo planes land and take off more steeply to limit how long they are exposed, in line with similar practices in Iraq after an SA-14 hit the wing of a DHL cargo plane in 2003.

And they have added their own surveillance at Mali's international airport in Bamako, according to two French aviation officials and an officer in the Operation Serval force. All three spoke on condition of anonymity because they were not authorized to comment.

"There are patrols every day," said the French officer. "It's one of the things we have not entrusted to the Malians, because the stakes are too high."

First introduced in the 1960s in the Soviet Union, the SA-7 was designed to be portable. Not much larger than a poster tube, it can be packed into a duffel bag and easily carried. It's also affordable, with some SA-7s selling for as little as $5,000.

Since 1975, at least 40 civilian aircraft have been hit by different types of MANPADS, causing about 28 crashes and more than 800 deaths around the world, according to the U.S. Department of State.

The SA-7 is an old generation model, which means most military planes now come equipped with a built-in protection mechanism against it. But that's not the case for commercial planes, and the threat is greatest to civilian aviation.

In Kenya in 2002, suspected Islamic extremists fired two SA-7s at a Boeing 757 carrying 271 vacationers back to Israel, but missed. Insurgents in Iraq used the weapons, and YouTube videos abound purporting to show Syrian rebels using the SA-7 to shoot down regime planes.

An SA-7 tracks a plane by directing itself toward the source of the heat, the engine. It takes time and practice, however, to fire it within range. The failure of the jihadists in Mali so far to hit a plane could mean that they cannot position themselves near airports with commercial flights, or that they are not yet fully trained to use the missile.

"This is not a 'Fire and forget' weapon," said Bruce Hoffman, director of the Center for Security Studies at Georgetown University. "There's a paradox here. One the one hand it's not easy to use, but against any commercial aircraft there would be no defenses against them. It's impossible to protect against it. ... If terrorists start training and learn how to use them, we'll be in a lot of trouble."

In Timbuktu, SA-7 training was likely part of the curriculum at the 'Jihad Academy' housed in a former police station, said Jean-Paul Rouiller, director of the Geneva Center for Training and Analysis of Terrorism, one of three experts who reviewed the manual for AP. It's located less than 3 miles (5 kilometers) from the Ministry of Finance's Budget Division building where the manual was found.

Neighbors say they saw foreign fighters running laps each day, carrying out target practice and inhaling and holding their breath with a pipe-like object on their shoulder. The drill is standard practice for shoulder-held missiles, including the SA-7.

As the jihadists fled ahead of the arrival of French troops who liberated Timbuktu on Jan. 28, they left the manual behind, along with other instructional material, including a spiral-bound pamphlet showing how to use the KPV-14.5 anti-aircraft machine gun and another on how to make a bomb out of ammonium nitrate, among other documents retrieved by the AP. Residents said the jihadists grabbed reams of paper from inside the building, doused them in fuel and set them alight. The black, feathery ash lay on top of the sand in a ditch just outside the building's gate.

However, numerous buildings were still full of scattered papers.

"They just couldn't destroy everything," said neighbor Mohamed Alassane. "They appeared to be in a panic when the French came. They left in a state of disorder."

The manual is illustrated with grainy images of Soviet-looking soldiers firing the weapon. Point-by-point instructions explain how to insert the battery, focus on the target and fire.

The manual also explains that the missile will malfunction above 45 degrees Celsius, the temperature in the deserts north of Timbuktu. And it advises the shooter to change immediately into a second set of clothes after firing to avoid detection.

Its pages are numbered 313 through 338, suggesting they came from elsewhere. Mathieu Guidere, an expert on Islamic extremists at the University of Toulouse, believes the excerpts are lifted from the Encyclopedia of Jihad, an 11-volume survey on the craft of war first compiled by the Taliban in the 1990s and later codified by Osama bin Laden. Bin Laden, who led a contingent of Arab fighters in Afghanistan at the time, paid to have the encyclopedia translated into Arabic, according to Guidere, author of a book on al-Qaida's North African branch.

However, the cover page of the manual boasts the name of al-Qaida in the Islamic Maghreb.

"It's a way to make it their own," said Guidere. "It's like putting a logo on something. ... It shows the historic as well as the present link between al-Qaida core and AQIM."

Bin Laden later assembled a team of editors to update the manual, put it on CD-ROMs and eventually place it on the Internet, in a move that lay the groundwork for the globalization of jihad, according to terrorism expert Jarret Brachman, who was the director of research at the Combating Terrorism Center when the al-Qaida encyclopedia was first found.

N.R. Jenzen-Jones, an arms expert in Australia, confirmed that the information in the manual in Timbuktu on the missile's engagement range, altitude and weight appeared largely correct. He cautions though that the history of the SA-7 is one of near-misses, specifically because it takes training to use.

"Even if you get your hands on an SA-7, it's no guarantee of success," he said. "However, if someone manages to take down a civilian aircraft, it's hundreds of dead instantly. It's a high impact, low-frequency event, and it sows a lot of fear."
