Napolitano elected for second term as Italy president

ROME (Reuters) - The Italian parliament on Saturday re-elected 87-year-old President Giorgio Napolitano to serve a second term in an attempt to resolve the political stalemate left by February's inconclusive election.
As most of parliament cheered his re-election, demonstrators protested outside. By evening the crowd had swelled as thousands of people vented anger at an outcome that was widely seen as perpetuating the grip on the country of a discredited political class and favoring centre-right leader Silvio Berlusconi.
The leader of the anti-establishment 5-Star Movement Beppe Grillo called on "millions" of Italians to protest against Napolitano's re-election which he called a "coup d'etat."
Napolitano was elected with the votes of 738 of the 1,007 parliamentarians and regional representatives in a sixth round of voting after they had failed to find a mutually acceptable candidate in the previous attempts.
He is expected to try to push for the formation of a broad coalition government in a round of consultations with party chiefs starting next week.
In brief televised comments from his presidential palace, he said the coming weeks would be crucial for the country and called on all sides to "fulfill their duties."
In almost two months, Napolitano, one of the world's oldest heads of state, has failed to broker a solution to the gridlock that emerged from the February election which left no group with enough seats in parliament to form a government.
A broad coalition has so far been rejected by the centre-left, which won most seats and refused to join forces with Berlusconi's centre-right.
However Napolitano now has the power to dissolve parliament, which he did not have in the final months of his current term. Most on the centre-left, which has been torn apart by internal divisions since the February vote, fear new elections and so may be more willing to come to terms with Berlusconi.
The 76 year-old media magnate, who was forced from office at the height of a debt crisis in 2011 and was still being written off until shortly before the election, now leads in the polls.
"Berlusconi is the real winner because there will be a broad coalition that will be a disaster for the country," said Nichi Vendola, head of the small Left and Freedom party which looks ready to quit the centre-left alliance that fought the election.
GRILLO MAKES "CALL TO ITALIANS"
Tensions in the country are running high. Ordinary Italians are struggling with recession, falling living standards and rising unemployment and centre-left voters in particular have looked on aghast at developments since the election.
On his blog, Grillo said the traditional parties he blames for Italy's economic decline and corruption have already agreed to form a broad coalition to preserve the status quo.
"There are decisive moments in the history of a nation," he wrote in a post entitled 'call to Italians' in which he said he would travel personally to parliament that evening.
Later, as scores of police in riot gear stood outside the parliament building and rival protesters, many of whom appeared not to be from 5-Star, argued angrily, Grillo said he could not make it in time to Rome from the north of Italy.
Grillo's appeal to protest was condemned by mainstream politicians, some of whom said his language was reminiscent of wartime dictator Benito Mussolini's "march on Rome" which marked his rise to power in 1922.
5-Star rode a huge protest vote to become one of three main forces in parliament, driven by frustration at economic hardship and the perceived corruption of politics.
The main centre-left Democratic Party (PD) is in chaos after scores of rebels took advantage of secret ballots to sabotage the party's official candidates in previous presidential votes.
PD leader Bersani announced late on Friday that he would quit after the new president was elected, leaving the largest force in parliament rudderless and making prospects for broader political stability looking even weaker.
On Saturday Bersani's deputy, Enrico Letta, announced that the whole of the PD executive committee had resigned.
The transformation in the fortunes of Bersani, who three months ago seemed the likely next prime minister, underlined uncertainty over how a deeply-divided political class can implement much-needed reforms to tackle an economy that has stagnated for the last 20 years.
There will now be a leadership battle in the PD, founded to unite a range of smaller leftist and centrist parties in 2007.
Bersani's departure could make way for his arch-rival the 38-year old mayor of Florence Matteo Renzi, who has wide public support but is viewed with suspicion by the old PD hierarchy.
"Now the PD has the chance to really change, without any fear, we'll try," Renzi said in a tweet on Saturday.
Napolitano has been formally elected for a full seven-year term but most commentators believe that once the present political crisis is resolved, he will probably resign within a year. No president has ever been elected for a second term in a role which is, in normal times, largely ceremonial.

Source: Case being built against ex-Texas official
KAUFMAN, Texas (AP) ? Texas authorities investigating the killing of a district attorney and his wife are working to build a case against a former justice of the peace prosecuted last year by the slain official's office, a law enforcement official said Monday.
Eric Lyle Williams, 46, was arrested over the weekend and remains jailed on a charge of making a terroristic threat. He is being held on $3 million bond.
Authorities allege he emailed an anonymous threat to law officers from his personal computer one day after Kaufman County District Attorney Mike McLelland and his wife, Cynthia, were found dead in their home on March 30. The email implied that if authorities didn't respond to various demands, there'd be another attack, according to a probable cause affidavit released by the sheriff's office.
Williams' arrest came after federal and local agents investigating the couple's deaths searched Williams' home and a storage facility, and investigators are now focused on trying to build a case against him, according to the law enforcement official, who spoke to The Associated Press on condition of anonymity because of the sensitivity of the ongoing investigation.
The official said at least 20 weapons found in Williams' storage locker are being tested by ballistics experts. A Ford Crown Victoria similar to one seen and video recorded in the McLellands' neighborhood on the day they died also was found at the locker, the official said.
A state law enforcement official spent two-and-half hours visiting with the storage facility's manager Monday. The official went into the manager's office with a small black duffel bag and left with the bag as well as what appeared to be several documents. The manager, Larry Mathis, declined to comment after the meeting.
The storage locker is located in Seagoville, about 15 miles west of Williams' home, where two signs on the front doors Monday instructed media seeking comment to contact David Sergi, Williams' attorney in the theft case. However, a woman who answered the phone at Sergi's office said he would not have any comment on the case Monday.
Authorities have said little about their investigation into the McLellands' deaths and have not named any suspects. Previous possible culprits mentioned included a white supremacist prison gang known as the Aryan Brotherhood of Texas, which had been targeted by a task force that included McLelland's office.
Two others have been arrested for making terroristic threats during the investigation into the slayings, but authorities said they had no connection to the deaths.
The McLellands were killed about two months after one of McLelland's prosecutors, Mark Hasse, was slain outside the local courthouse. McLelland and Hasse both participated in last year's prosecution of Williams on charges he stole three computer monitors from an office building.
Williams has said he submitted to gunshot residue tests and turned over his cellphone after both McLelland and Hasse were found dead.
Both prosecutors gave closing arguments before a jury convicted Williams last March. They questioned his character and suggested he was prone to threatening others. Williams received two years' probation, but lost his position as justice of the peace ? an elected judicial officer who typically handles smaller civil and administrative matters ? as well as his law license.
Williams has appealed the verdict, and on March 29 ? one day before the McLellands were found dead ? a state appeals court in Dallas agreed to hear oral arguments in the case.

Reproductive tract secretions elicit ovulation
Apr. 17, 2013 ? Eggs take a long time to produce in the ovary, and thus are one of a body's precious resources. It has been theorized that the body has mechanisms to help the ovary ensure that ovulated eggs enter the reproductive tract at the right time in order to maximize the chance of successful fertilization.
New research from Carnegie's Allan Spradling and Jianjun Sun has shed light on how successful ovulation and fertilization are brought about by studying these processes in fruit flies. They found that secretions from special glands within the fruit fly's reproductive tract contribute to both ovulation and sperm function, and that this secretion is controlled by a specific hormone receptor gene, called Hr39. Their results suggest that Lrh-1, a mammalian receptor gene closely related to Hr39, also regulates ovulation by controlling reproductive tract secretions in mammals. Their findings are published by eLife.
Sun and Spradling's research provides an example of how the biological processes underlying a specific type of human tissue are often fundamentally similar to the biology of analogous tissues in seemingly very different species, such as insects. These common processes are not an accident, but rather are a consequence of the common evolutionary history of virtually all multicellular organisms on Earth. As a result of these similarities, researchers can genetically manipulate fruit flies in order to identify the genes and pathways controlling a biological process -- in this case ovulation -- and then use genome sequencing to identify the corresponding genes in other species, including humans.
Sun and Spradling began such a strategy a few years ago by characterizing how the glands within the ovary develop. Soon, they were able to tweak normal development to generate flies with anywhere from zero to the normal number of about 200 secretory cells, as well as adults in which secretory cell function could be turned on or off at will. Mice with the same properties would be a much bigger challenge to produce and would yield results much more slowly. Of course, such studies could not be undertaken with humans.
Using these special tools, the researchers confirmed that one important role of reproductive tract secretions is to protect and store sperm. At least 25 secretory cells are required, and their products attract sperm to glands where they can remain safely while bathed in the secretory fluid. Similar storage takes place in a region of the human Fallopian tube known as the isthmus. Sperm are thought to persist in the isthmus for only a few days, but can be stored for a week or more in the case of fruit flies. When production of the secretion is compromised, sperm have difficulty getting to the gland and those that can make it undergo abnormal changes.
The secretory "machinery" studied in these experiments may allow the reproductive tract to signal the ovary when it is ready to receive an egg. Waiting for such a signal before releasing an egg could reduce the chance that an egg would fail to enter the reproductive tract or arrive before active sperm were available.
Interestingly, Spradling and Sun's work shows that different secretions are responsible for ovulation from those responsible for attracting and storing sperm. Identifying the specific secretory cell products (and the corresponding genes) that are required for successful ovulation would be an important step in understanding the mechanisms of this still-mysterious process.
This research has a possible connection to one of the most common forms of ovarian cancer, which was recently shown to derive from abnormalities in reproductive tract secretory cells. The genes and pathways that cells use in carrying out their normal functions are often the targets of the alternations that drive cancer cell growth. Thus, this work should stimulate investigation of the role played by genes such as Lrh1 in this devastating disease.

Emergency shutdown at Bulgarian nuclear plant
SOFIA, Bulgaria (AP) ? Officials say a turbo generator at Bulgaria's only nuclear power station has been shut down due to a hydrogen leak in its cooling system but insist there is no danger to the public.
A statement Monday from the Kozloduy power plant said the component that was shut down was part of its conventional, non-nuclear unit. It said "there were no changes in the radioactivity level at the plant."
It was not immediately clear what repairs are necessary at the plant on the Danube River, located 200 kilometers (125 miles) north of the capital Sofia, or when the unit might be back in operation.
The plant has two 1000-megawatt Russia-built nuclear units. Two older 440-megawatt units at the nuclear plant were permanently decommissioned in 2006 because of European Union safety concerns.

Citigroup beats on earnings, revenue; stock rises
NEW YORK (AP) ? Citigroup beat analysts' estimates for first-quarter earnings and revenue, and the bank's stock rose in pre-market trading. Citi's investment banking business jumped and the bank also released funds it had set aside for bad loans.
Citigroup bank made $4 billion, up 17 percent from a year ago, after stripping out the effects of an accounting charge. That amounted to $1.29 per share, beating the $1.17 that analysts polled by FactSet were expecting.
Revenue was $20.8 billion after stripping out the accounting charge, up 3 percent from a year ago. That also beat the $20.2 billion that analysts had expected.
Investment banking revenue there jumped 31 percent, the bank reported Monday, while revenue from consumer banking was flat. Citi's investment banking unit advised more companies on mergers and acquisitions and underwrote more stock and bond offerings. In the consumer bank, credit card revenue inched down.
Citi Holdings, the unit where the bank has shuttled troubled assets related to the financial crisis, lost less than in the same period a year ago. Citi Holdings lost $789 million, compared with more than $1 billion a year ago.
The bank also continued to release money it had set aside for bad loans, including releasing reserves from Citi Holdings' North American mortgage portfolio for the first time. Its total allowance for loan losses is now $23.7 billion, or 3.7 percent of total loans, compared to $29 billion, or 4.5 percent of total loans, a year ago.
Citi also benefited from a deferred tax credit. When companies have big losses, they get a break on taxes. Citigroup, which suffered big losses in 2008, was allowed to hold onto tax credits to use in the future, in years when it was profitable.
CEO Mike Corbat highlighted the bank's improving capital levels and the reduced "drag" from Citi Holdings.
It was Citi's first full quarter under Corbat, who took over last fall. Former CEO Vikram Pandit stepped down under pressure from a board that was unhappy with his efforts to turn around the bank. Corbat is now under pressure to turn around a bank that his predecessor couldn't.
Corbat called the bank's first quarter results encouraging, but he sounded more cautious about the economy than his peers at JPMorgan and Wells Fargo did when they reported earnings Friday.
"The environment remains challenging," Corbat said in a prepared statement, "and we are sure to be tested as we go through the year."
Citi's stock rose 2 percent to $45.83 in pre-market trading even while stock index futures were down.
